Partnership for Community Action, Inc. is a private nonprofit agency born out of President Lyndon Johnson’s War on Poverty initiative. Mrs. Eva Jewell Greene, affectionately called Mother Greene, founded Partnership for Community Action, Inc. in 1966 after the passage of the Economic Opportunity Act of 1964. Partnership for Community Action, Inc. is the designated community action agency for DeKalb, Gwinnett, and Rockdale counties.
The organization works to create opportunities leading to family self-sufficiency by providing services to low-income individuals and families in its service community. The agency serves more than 23,000 families per year using grant funding from county/local/state/federal government.
The Family Support Program provides emergency assistance services to individuals and families in crisis. Other programs under the umbrella of family support include: transportation services, a variety of employment and career services, Youth Empowerment Services (YES), energy assistance, and other supportive services. The energy services offered include LIHEAP (Low-Income Home Energy Assistance Program) and LIHWAP (Low-Income Home Water Assistance Program).
